Menindaklanjuti Surat Edaran Menteri Kesehatan Nomor HK.02.01/MENKES/313/2020 tentang Protokol Kesehatan Penanganan Kepulangan WNI dan Kedatangan WNA dari Luar Negeri di Pintu Masuk Negara dan di Wilayah pada Situasi Pembatasan Sosial Berskala Besar (PSBB), IOC JKTCG/10044/2020 perihal [UPDATE 3.0] Pelaksanaan Protokol COVID-19 terkait Implementasi Peraturan Menteri Perhubungan Nomor 25 Tahun 2020 (terlampir) dan konfirmasi KKP CGK, bersama ini kami sampaikan beberapa hal sebagai berikut:-
 
1.  Ketentuan untuk WNI yang kembali ke Indonesia:

a.  Sedapat mungkin membawa Health Certificate (HC) yang menyatakan PCR test dengan hasil  negatif. HC dalam Bahasa Inggris yang berlaku maksimal 7 hari sejak diterbitkan oleh fasilitas kesehatan dari negara asal. HC tersebut akan divalidasi oleh dokter Kantor Kesehatan Pelabuhan di bandar udara kedatangan, jika sesuai maka dapat pulang / melanjutkan perjalanan
b.  Jika WNI membawa HC dengan hasil rapid test atau membawa HC saja atau tidak membawa HC dan hasil rapid test, maka WNI tetap dapat diterima check-in namun akan dilakukan rapid test dan PCR test di area kedatangan.
c.  Jika hasil rapid test di area kedatangan positif, maka WNI akan dirujuk ke RS Covid19.
d.  Jika hasil rapid test di area kedatangan negatif, WNI akan dibawa ke tempat karantina untuk dilakukan PCR test. WNI akan tinggal di tempat karantina sampai keluar hasil PCR test. Jika hasil PCR test positif maka dirujuk ke RS, jika hasil PCR test negatif maka boleh pulang ke rumah atau melanjutkan perjalanan jika ada connecting flight.
 
2.  Ketentuan Untuk WNA yang masuk ke Indonesia: (Warga Negara Asing berarti mereka yang memegang KITAS / KITAP / Diplomatik / Layanan medis dan bantuan kemanusiaan atau awak maskapai penerbangan atau pekerja Proyek Strategis Nasional) untuk lebih lanjut silakan merujuk ke https://www.iatatravelcentre.com/international-travel-document-news/1580226297.htm
a.  Wajib membawa Health Certificate (HC) yang menyatakan PCR test dengan hasil negatif. HC dalam Bahasa Inggris yang berlaku maksimal 7 hari sejak diterbitkan oleh fasilitas kesehatan dari negara asal. HC tersebut akan divalidasi oleh dokter Kantor Kesehatan Pelabuhan di bandar udara kedatangan, jika sesuai maka dapat melanjutkan perjalanan
b.  Jika WNA membawa HC dgn hasil rapid test atau membawa HC saja atau tidak membawa surat sama sekali, maka WNA akan dilakukan rapid test di area kedatangan.
c.  Jika hasil rapid test di area kedatangan positif, maka WNA akan dirujuk ke RS Covid19.
d.  Jika hasil rapid test di area kedatangan negatif, maka WNA akan dideportasi.
e.  Oleh karena itu, jika WNA tidak membawa HC yang menyatakan PCR test dengan hasil negative saat melapor di Check-in Counter maka direkomendasikan untuk ditolak di stasiun keberangkatan.

In accord with the Minister of Health Circular Letter Number HK.02.01/MENKES/313/2020 regarding Health Protocol for Handling Indonesian Citizens’ Return and Foreign Citizens’ Arrival from Foreign Countries at State Entrances and at Regions with Large-Scale Social Restrictions Situation (PSBB); ), IOC JKTCG/10044/2020 regarding [UPDATE 3.0] Enforcement of COVID-19 Protocols related to the Implementation of Minister of Transportation Regulation No. 25 of 2020 (attached); and CGK Port Health Office (KKP) Confirmation, with this we convey the following :
 
1.  Provisions for Indonesian Citizens who are returning to Indonesia 
a.    As much as possible to bring Health Certificate (HC) which states negative results from a PCR test. HC must be written in English which is valid for a maximum of 7 days from the issuance date from the health facility at the origin country. HC will be validated by the Port Health Office doctor at the arrival airport, if valid then passenger could go home / continue the journey.
b.    For Indonesian citizens (WNI) who only carry HC with a rapid test result / HC only / do not carry health documents at all, thus the check-in process can still be carried out but rapid and PCR test will be carried out on arrival
c.   If the rapid test result is positive, Indonesian citizens (WNI) will be referred to Covid19 Hospital.
d.    If the rapid test result is negative, Indonesian citizens (WNI) will be taken to quarantine place for PCR testing. They will stay until the PCR test result is issued. If the result is positive, they will be referred to the Covid19 hospital, if the result is negative, then they could go home or continue the trip (for connecting flight)

a.    Required to carry Healthy Certificate (HC) which states negative results from a PCR test. HC must be written in English and valid for a maximum of 7 days from the issuance of the health facility from the country of origin. HC will be validated by the Port Health Office doctor at the arrival airport, if valid then passenger could continue the journey.
b.    If Foreign Citizens (WNA) carry Health Certificates with a rapid test result or only carry HC or do not carry any HC, thus a rapid test will be carried out in the area of ​​arrival.
c.    If the rapid test result is positive at the area of arrival, foreign citizens (WNA) will be referred to Covid19 Hospital.
d.    If the rapid test result is negative, foreign citizens (WNA) will be deported
e.    Hence, Foreign Citizens who do not carry Healthy Certificate (HC) which states negative results from a PCR test during Check-in Counter Reporting, thus it is recommended to be refused at Station of Departure.
